They do not have to be on your friends list to appear in the game. There's always a good chance that you'll hit the jackpot and find a zombie-friend with a fully stocked bug out bag. However, it's important to note that if you are connected to the Internet and have activated Miiverse, other players who have died may also appear in the game as zombies. Be warned though, if you die before retrieving your supplies from your previous survivor, then they will be lost forever. If you kill your former self, you can take all of the supplies you used to have back, excluding any items that your previous survivor had equipped. You must now go find your old Zombified character. Those familiar with the game Dark Souls will know what comes next.
You know what? That's OK! If you do die, you get respawned back at the Safe House as a different survivor.
